SCG Unites Communities and the Government Sector, Presses On with the "Pracharat–Bangsue Pond Development Project", Grants Land to the Treasury Department and Pushes a Model for Urban Community Living and Sources of Recreation for People in Bangkok

SCG signed a memorandum of understanding on dedicating land in Bueng Bangsue to the "Pracharat–Bangsue Pond Development Project" in cooperation with the Treasury Department. SCG aims to develop the area to create maximum benefit for society, improve community quality of life for over 800 lives and push a model for urban community living and sources of recreation for people in Bangkok. The first new residential accommodations of the project are expected to be ready for residence in 2019. Pond and public park need joint development with the Bangkok Metropolitan Administration. Executives from The Bangkok Metropolitan Administration together with the Community Organizations Development Institute and the Board of Directors of Bor-Farang Rim Nam Household Development Cooperative Ltd., attended as witnesses at the SCG Headquarters.

Mr. Roongrote Rangsiyopash, President & CEO, SCG disclosed that "the Project's operations are consistent with guidelines and goals to improve quality of life and the livelihoods of over 800 lives in the Bueng Bangsue community. In the area of residential accommodation development, SCG will construct a total of 197 residential units divided into 60 townhouses, 133 units in three four-story buildings, and 4 units to be allocated to elderly people with no family and no means of income. SCG has received construction permits for townhouse and the units for elderly people. The construction is expected to be completed as planned in 2019. SCG will then begin constructing three four-story buildings. We are in the process of preparing an Environmental Impact Assessment Report (EIA) and the construction is expected to commence in late 2019, the buildings will be completed in 2020. Pond and public park development will start after the community has moved to new residential accommodations and we may require no less than one year to develop in cooperation with the Bangkok Metropolitan Administration.

Regarding progress with other partnerships, the Community Organizations Development Institute has approved 48 million baht in loans for residential accommodation construction for the community, the State Railway of Thailand has approved the leasing of land to develop entrances-exits and parking area and the Chatuchak District Office has issued townhouse construction permits. During this period, SCG has

performed activities with the community to develop cooperative structure systems, improve committee and work group capacity in addition to establishing savings group to care for youths and the elderly".

Mr. Patchara Anuntasilpa, Director-General, The Treasury Department, reported "For the residential accommodations area, after receiving land from SCG, the Treasury Department will allow Bor-Farang Rim Nam Household Development Cooperative Ltd., a juristic person formed by the community in Bor-Farang, to lease the land for 30 years. The accommodations will be owned by the community participating in the program and the Treasury Department will charge a land lease at the same rate as the Baan Mankong Project in state property areas. Concerning pond and public park areas, the Treasury Department will assign the Bangkok Metropolitan Administration to develop the public pond in cooperation with SCG and other networks. The Treasury Department will consider granting rights to other organizations or juristic persons to manage this area according to pond and public park objectives with the Bangkok Metropolitan Administration for maintaining order and safety on behalf of the Treasury Department".

The "Pracharat–Bangsue Pond Development Project" is a collaborative effort between the government sector, the private sector and the community consisting of SCG, the Government Lottery Office, the Community Organizations Development Institute, the State Railway of Thailand, the Chatuchak District Office, the Crown Property Bureau, the Bank for Agriculture and Agricultural Cooperatives, the Bangkok Metropolitan Administration and the Treasury Department. The project aims to uplifting quality of living in four areas and become the models for : Pracharat collaboration to reduce social inequality and improve quality of life, an urban community living model for optimizing space allocation and having communal recreational areas, a community participation model with opportunities to jointly design accommodations to fit every lifestyle along with encouraging savings in communities and a pond and public park model to create water retention areas or "monkey cheeks" and sources of recreation for people in Bangkok.
