Amata Corporation Public Company Limited is set to launch its Smart and Eco City in northern Laos, highlighting Amata City Namor as a new platform for value-added agro-processing and sustainable industrial development amid current global uncertainties. Backed by the area's favorable climate and geography, abundant water and green energy, and the high-speed railway connectivity between China and Laos, the initiative aims to help elevate Laos into a strategic regional production and distribution base, supporting investors seeking efficient access to the Chinese market and broader ASEAN supply chains.

Mr. Varong Tangpraprutgul, Managing Director of Amata City Lao Co., Ltd., said agro-processing is one of the project's key selling points. Given current global dynamics, he noted that it is well suited to the area's strong fundamentals for agricultural production and processing. While other light industries and logistics may follow in the future, the decision to prioritize agriculture at this time enables a phased investment approach and closer alignment with current investor sentiment, helping mitigate risks from volatile economic conditions, especially energy-related development costs and persistently high inflation. As market demand becomes clearer, the company will scale infrastructure and introduce additional industrial offerings accordingly.

Mr. Varong also cited cost pressures that reinforce the need for a cautious and conservative approach to financial planning and execution. In Laos, diesel prices currently exceed THB 60 per liter, adding significant costs to construction activities, given that heavy machinery at the site consumes an average of about 2,000 liters per day. In addition, depreciation of the local currency has made project costs less predictable, underscoring the importance of disciplined budget control and prudent cash-flow management.

To support this phased approach, Amata is developing infrastructure modularly, building key utilities in parallel with each stage of land development. Drawing on its vast industrial estate experience in Thailand and Vietnam, the company is preparing and handing over plots in phases rather than undertaking full-scale development upfront.

Beyond near-term cost discipline, Amata sees northern Laos' resource base and climate advantages as long-term fundamentals that can support scalable investment over time.

"Laos remains highly competitive thanks to an abundance of natural resources, including water and electricity - much of it generated from green energy - as well as ample agricultural inputs. With elevations of 600-700 meters above sea level, the climate is ideal for high-value crops such as strawberries, blueberries, and vanilla. Natural rubber prices are also approximately half of those in Thailand. These strong fundamentals bring significant benefits to experienced agro-processing investors. While this is our initial focus, we will retain the flexibility to expand into other sectors as market demand shifts," Mr. Varong added.

Amata Smart and Eco City Namor spans more than 20,000 rai under a concession granted by the Lao government, with approximately 6,000 rai already developed in Phase 1. Located in Oudomxay Province, about 40 kilometers from the Chinese border, and adjacent to the Laos-China high-speed railway and Namor Station, the site offers strong logistical advantages. It can reduce transport time and costs and serve as a strategic gateway for trade and logistics between China and ASEAN.

With over 90% of Laos' energy mix derived from hydropower and solar, the project aligns with global Net Zero trends. Amata is promoting clean energy adoption by requiring factories within the estate to install solar rooftop systems from the outset. This clean-energy positioning supports long-term operating cost efficiency and helps attract sustainability-focused investors, including data centers and advanced manufacturers.

The Lao government has granted investors in Amata, under the Amata Investment Degree, up to 30 years of corporate income tax exemption. With Special Economic Zone status, investors also benefit from exemptions on import duties and VAT, while personal income tax is offered at a flat rate of 5%. These generous incentives enhance Laos' competitiveness compared with other countries in the region.

Building on Namor's momentum, Amata plans to expand its presence in Laos through additional projects: "Amata City Nateuy," covering approximately 2,000 rai, envisioned as a logistics and distribution hub to support cross-border trade; and "Muang Xai," currently under study with Japanese partners, envisioned as a smart city and R&D center for future high-value industries.

Recently, Amata Group, represented by Amata City Lao Co., Ltd., and the Lao Ministry of Agriculture and Environment entered into a Memorandum of Understanding (MoU) for technical cooperation. The MoU focuses on surveying and evaluating the potential development of a new "Food City" project in northern Laos, supporting the country's shift toward processing and value-added agricultural production in line with global food-security trends.
